The Contributory Community Protection System.
 

There are three ways in which a person can gain riches. One is by birth what he inherits from his ancestors. Secondly what he earns by sweat and blood, and thirdly by sudden windfalls.

This method I introduce could be considered to be of the third category where people gain sudden awards By effecting this method throughout the world I believe that people’s socio-economic patterns and attitudes could be revolutionized.
There are three kinds of Assets; they are,
(1)Assets Inherited from their ancestors.
 
(2)Earn by sweat and blood.(Earn by doing hard work)
 
(3)Gaining wealth from sudden wind falls.(Winning Lotteries )
 
People get wealth from these three ways and buildup their economy by investing in their Enterprises. When a person becomes wealthy he becomes independent.In this Contributory Community Protection System I expect to protect the community from poverty.
 

The Contributory Community Protection Fund
 
This Contributory Community Protection System is related to a Particular Contributory Community Protection Fund. This Fund must be independent and full of transparency. This Fund is a non profitable organization. This Fund depends only on the labor force. The only Institution that can influence this Fund is the Constituent Assembly of the Country.
 

The Main Duties of the Contributory Community Protection Fund.
 
(1)Collect information of the labor force and registering them as members of this Fund.
(2)Collect Funds from the members.
(3)Distribute the collected Funds through a draw.
(4)This fund helps winners to uplift their social & economic activities.
(5) This fund helps winners to get social protection.
 

The Main Aim of This System.
 
(1)Main Aim of this System is to minimize poverty and protect human beings.
(2)Increase the production by supplying the capital.
(3)Build up workers’ economic and social activities.
 

How to Activate This System.
 
First of all implement a special Act regarding the labor force by the Constituent Assembly of the Country. According to this law, when a person of the labor force gets a monthly income he has to contribute to the Fund an amount that he can afford. This Contribution is like a direct tax. It has a constant value that is decided by the Contributory Community Protection Fund.

This Payment must not be of a very small value or must not be of a very large value. If it is very small, collection of the Funds would be small. If it is very large most of workers and laborers would find it difficulty to pay.

The Expenses of the Fund are covered by contributions of the labor force. The remainder of the Fund is distributed through the types of prizes. Each type of prize receives an equal amount.

Imagine if there are 6 types of prizes. Each of the 6 types of the prizes gets 1/6 of the remainder.

There may be many types of prizes to be distributed. That may be 6,7,8,10,12,15,16,18 or 20,……The standard number of types of the prizes are decided by the Fund. The value of the types of the prizes is constant.

All the winners of prizes should continue to contribute for a certain period. During that period they have no chance to win. After that period is over they can win again. That period depends on those types of the prizes. If there are 6 types of prizes there are 6 types of specific periods.

In this system minimum prize must not be very small and maximum prize must not be very large. If the minimum prize would be very small the winner will have no benefits. If the maximum prize is very large the number of prizes is less.

This fund helps winners in their up lift of social & economic activities.

I am Asanka Shaminda Perera. I expect to introduce a new philosophy to you. By putting this idea into action I believe that poverty could be minimized. Poverty is the worst enemy of man kind. By effecting this philosophy the anomalies in the distribution of resources and income could be minimized. The processes involved are similar to those involved in effecting a lottery or drawing lots. According to this method the people who win prizes are able to bring their social and economic position to a higher level. In this way it is possible to develop a country.

The difference in the distribution of resources and income is the chief factor that brings about poverty. Where there is poverty there is food for thought in the field of political and economic patterns.
